They've said they want to add an NPC that will allow you to change your hair, however, it's not really a primary concern with some more glaring issues that need resolving (like reconnects).

I dont think its useless. I was thinking about this the other day. If they said they want to add an npc that will do this it probally wont take long. Never have I seen a dev team fix bugs so fast and add more stuff into the game world as these ones do.

I agree they do take care of things fast. If you came from Star Wars Galaxies like me then anything is faster than the SWG team who seems to moon walk through customer services (they go backwards instead of forwards).

I would prefer changing face over changing hair. Some faces look really realistic in factions and just like barbie puppets in prophecies. -.-

This discussion is going on since the GW game is out.
Which makes me sad because i came back to GW yesterday and they stil haven't added some way to change hair/looks.
My Necromancer needs an overhaul since over a year now.
Changing looks is one of the most anticipated features a long time now..

"Fast" is definitely long since out the window on this issue, since as previously mentioned this has been talked about since right after Chapter 1 came out.
Merely having a "hair stylist" is a very stupid and incomplete way to to do it, though. You should have access to change each and every aspect of your appearance - not just hair or face.

One of the few aspects that made SWG a good MMORPG. You had Image Designers that could change everything except your race/name.
To ask for a NPC that changes all design options for big cash shouldn't be too much to ask for. But then the players ask for this since ever and nothing changed.
In other MMO's without look-change-options it was always said "not possible because of account/game engine/whatever problems."
Everything is fixable, so far anet/NC did a very good job with the GW games, one should think they manage this little detail.

I think a hair and face changing NPC would be fine, anything more would be overkill. Unless they allowed you to change your height as well maybe.

I'd love to change the face and hair on my female monk from Tyria, at least in factions female monks got some decent hair styles and faces.

No ingame hairdresser please. I would be changing my hair every day, and waste all my money on it, like I already do on my cape
I would like to be a small chubby monk chick, though. That would keep the harrassers of my back.
